The application has been discontinued for quite some time now, so there's no edition designed for Windows 10 and you can no longer purchase any version of Book Librarian Plus. However, if you have a version that runs on Windows 8, you shouldn't have any troubles using it under Windows 10.
In case you need alternative solutions, I recommend checking out an online service called Libib, or applications like Data Crow and Book Collector.

Since the official website is discontinued and there is no manual available, the only thing you can use for this is the actual Help section. The software features a built-in manual that can be accessed through the installation directory: C:\TurboSystemsCo\Blwin. Browse to that directory and you will find bklib.chm. You will find all the necessary details in that file.
Tip: Expand the tree on the left to browse sections.
You cannot buy the application because the main website is not accessible. This means that downloading and purchasing is practically impossible at this moment. You should try later because the domain is still registered.
